Job Description: 

Applications are invited from suitably qualified candidates to fill the following vacant post within the Human Resource Management & Development Unit, National Land Agency:

Manager, Human Resource Management

 The successful candidate will report to the Director, Human Resource Management & Development.

Job Purpose

To develop the strategic direction of the Agency’s human resources and to provide operational support to the Director - Human Resource Management and Development in the implementation of the Agency’s Human Resource Policies and Procedures to ensure the achievement of the goals and objectives of the Agency.

Key Responsibilities:

Management/Administrative Responsibilities

  • Contributes in the preparation of the Operational  Plan and budget
  • Ensures implementation and compliance of human resource policies and procedures
  • Demonstrates leadership through ethical behaviour, delegation and sharing of knowledge and skills
  • Develops and implements operational objectives, evaluates results against objectives and takes corrective action where necessary
  • Develop individual work Plan
  • Conducts performance reviews in accordance with PMAS guidelines
  • Promotes continuous professional development and career advancement
  • Establishes and fosters a culture of teamwork
  • Prepares and submits reports on performance of the section
  • Ensures dissemination of relevant information within the Unit and encourages feedback
  • Develops and coordinates the implementation of strategies relating to recruitment and selection, orientation, remuneration, rewards and incentives, training, performance evaluation, careers and talent management, mobility and succession.
  • Maintains discipline and work ethic among staff
  • Ensures that all documentation in respect to employment, promotions and salary/wage changes are forwarded to the Accounting Unit
  • Ensures that employees identified for permanent appointment are medically examined to establish their fitness for confirmation
  • Prepares reports on talent management audit conducted within the agency

Technical/Professional Responsibilities

  • Manages all phases of the Agency’s staffing activities from recruitment and selection to separation.
  • Administers discipline and grievance procedures in keeping with established laws and regulations.
  • Investigates grievances and implements/recommends fair employment treatment procedures
  • Contributes to the development of the Human Resource function by developing progressive industrial relations policies that meet the current and future needs of the Agency.
  • Functions as the Agency’s chief advisor on industrial relations matters.
  • Manages the staff welfare programme by ensuring effectiveness and equity.
  • Ensures staff has a safe and healthy environment to operate in
  • Administers and monitors compliance of the disciplinary policy
  • Coordinates Disciplinary Hearings.
  • Oversees Occupational Health, Environmental Safety and well-being programmes for the Agency and promotes positive attitudes towards employee safety and well-being.
  • Promotes measures which would seek to minimize risk of occupational injury and illness in the workplace.
  • Commissions the design of health and safety educational and training programmes for employees across the Agency.
  • Provides advice to the Social Welfare and Fundraising Committee
  • Oversees the coordination of staff recreational programmes to enhance staff morale.
  • Ensures that employees are fully informed of the Human Resources policies and procedures and equity is consistently observed in their administration.
  • Directs and monitors direct reports – sets goals and objectives, monitors performance and undertakes interim and annual performance reviews
  • Maintains the Human Resources Policies and Procedures Manual and acts as a resource to management, supervisors and employees on matters related to human resource rules, regulations, policies and procedures and collective agreements
  • Ensures that an up-to-date manpower inventory is maintained
  • Oversees the management of the Human Resource Information System to ensure accurate data to facilitate report, analytics and identify trends.
  • Oversees the review/design of Job Descriptions and periodic review of the organizational structure
  • Liaises with Senior Directors/Directors to ensure effective operation of the performance management system and the timely conduct of interim and annual performance appraisals to include performance interventions.
  • Advises management on appropriate action for resolution of employee relations issues.
  • Provides employee relations assistance to management in matters of performance management, discipline and industrial relations
  • Ensures that human resource data are current and accessible
  • Liaises with the Training and Development Manager regarding training, and other developmental activities for staff
  • Advises on, and administers compensation and benefits policies, procedures and systems and keeps abreast of trends in the environment
  • Supports the periodic assessment of employees’ level of satisfaction within the Agency

Other Responsibilities

Performs other related duties assigned from time to time by the Director, Human Resource Management and Development.

  • Human Resources policies are administered equitably and exclude discriminatory practices.
  • Human Resources policies and procedures are documented, current, and support the achievement of the Agency's mission, goals and objectives.
  • Employees satisfaction level meets established standards
  • Disciplinary and grievance processes are administered fairly.
  • Disciplinary, Code of Conduct/Dress Code policies developed and maintained in keeping with relevant guidelines
  • Job analysis and Job Descriptions are completed within the specified time frame
  • Assessment Centers are co-ordinated within a reasonable time frame after the shortlisting exercise is completed.
  • Timely and effective manpower planning is executed and managed to facilitate effective action
  • High quality talent is recruited and retained
  • Confidentiality, integrity and professionalism are maintained in the execution of duties

  • Sound knowledge of the Public Service Regulations, Staff Orders and Labour Laws
  • Competent in all phases of the staffing activities from recruitment and selection to separation.
  • Working knowledge of the relevant computer systems and applications
  • Strategic vision and analytic thinking

Minimum Required Qualifications and Experience

  • Bachelor’s degree in Human Resource Management or equivalent qualification
  • At least five (5) years related working experience in a Senior Human Resource Management position
  • Supervisory Management Certification
  • Certificate in Industrial Relations
  • Certificate in Occupational Health & Safety would be an asset

Remuneration: - $5,597,715.00
