TENDER NOTICE

Prequalification for the Procurement of an Electronic Land Title Registration System

The National Land Agency invites Applications from eligible Firms (“Consultants”) to Prequalify for the Procurement of an Electronic Land Title Registration System (eTitling).

BACKGROUND

The National Land Agency (NLA), an Executive Agency of the Government of Jamaica that falls under the Ministry of Economic Growth and Job Creation, is charged with the responsibility for maintenance of the Title Registry, as well as other functions pertaining to the management of government lands as well as maintenance of a national cadastre and valuation roll. The NLA seeks to implement a programme for eTitling with specific objectives which include, but not limited to:

  • Improved the efficiency of the land registration process from the point of application (registration) through to issuing of a legally binding proof of title.
    • Eliminate paper Certificates of Title (CTs) & duplicate CTs.
    • Electronic submission of Applications
    • Increase processing capacity and improve the efficiency of key process workflows.
    • Improve the accuracy of data in the land registration system
    • Improve application throughput by increasing the consistent use of legal and procedural rules and also through pre-checking.
    • Reduce time to register land and related transactions
    • Increase collaboration and integrated systems across core divisions
  • Improved overall conveyancing process (prior to registration of land transactions).
    • Integrate other data sources and improve the ability of the NLA to deliver electronic services through its eLandJamaica platform
    • Implement electronic validations of Stamp Duties and Transfer Taxes.

 

SCOPE

Firms responding to this Prequalification must be capable of proposing a solution that can facilitate:

  • The registration of land titles
  • Updating information regarding an existing title
  • Survey and mapping functions that support accurate definition of parcels
  • The maintenance of the national valuation roll which forms the basis for valuation of property in Jamaica for taxation and other purposes
  • Workflows to support pre-checking and approval of survey plans
  • Document and Image scanning, indexing and modification functions
  • Maintenance of spatial elements of land parcels
  • Public access via a web-based portal.

 

ELIGIBILITY:

 

Interested Firms (“Consultants”) should provide information demonstrating:

  • Capability and capacity
  • Custom Off-The-Shelf Product life cycle
  • High-level Implementation plan
  • Proposed approach
  • Technical expertise
  • Specific relevant experience
  • Key staff’s qualification, availability and competence
  • Financial stability of the firm
  • Project Management experience
  • Proposed knowledge transfer program, including training.

SUBMISSION OF APPLICATIONS:

Completed applications must be submitted electronically in PDF format via the GoJ’s e-GP Procurement system at https://www.gojep.gov.jm on 31 August 2020 at 2:00 p.m local time.

The NLA reserves the right to terminate the procurement process and reject all submissions at any time prior to the award of contract, without thereby incurring any liability to any of the bidders.
