Job Description:

The successful candidates will report to the Legal Officer 2.

Salary Range: $1,379,422.00 - $1,498,891.00 p.a.

Job Purpose:

To ensure that documents for New Titles comply with the requirements of the Registration of Titles Act and the Registration of Strata Titles Act to facilitate the processing of Titles.

Key Responsibilities:

  • Examines instruments, Survey Plans, Deposited Plans, Parish Council Approvals and attachments and verifies that instruments are in the appropriate form to effect the proposed dealings
  • Checks Instruments to ensure that they bear the appropriate transfer tax and stamp duty and that such instruments are not liable to penalty
  • Checks Instruments to ensure that appropriate registration fees have been paid
  • Ensures that instruments are compliant with statutory and procedural requirements
  • Ensures that the information on the instruments/documents which relate to any deposited plans are substantiated and marked off on the deposited plans
  • Checks transfers and other instruments to ensure that there are no encroachments on neighbouring properties
  • Ensures that information entered on the land registration system conforms to instruments submitted for registration
  • Requests records needed to complete assignments from the Records Section
  • Completes caveats and power of attorney and  check each Certificate of Title in order to ensure that there is no Caveat, Writ or notification on the Register which may have some bearing on the proprietor’s right to deal with the estate
  • Preliminarily approves documents for registration if documents are in order
  • Prepares requisitions for rejected documents detailing any insufficiencies detected on examination
  • Consults with a Legal Officer for direction in handling complex documents in respect of matters beyond their scope of knowledge
  • Types the details of the rejected documents and submit documents and “Return Report” to the Control Officer for submission to the Dispatch Section for collection by the customer
  • Prepares draft memoranda for documents that meet all requirements for engrossing on Certificates of Title in order to effect registration of intended dealings and draft for new Certificates of Title with outstanding encumbrances
  • Prepares draft titles - which are to be used by the Surveys and Mapping Division in the preparation of the plan - for review by supervisor
  • Prints on a daily basis, a batch of eighty (80) new certificates of title containing one page
  • Checks and reviews applications in order to ensure compliance with all requisitions
  • Prepares and print on a daily basis application notices for eight (8) applications  inclusive of notices to applicants and adjoining owners
  • Conducts searches in relation to queries from external clients and customer service officers on outstanding matters
  • Requests reports from the Surveys & Mapping Division, Plan Examination and Certification Branch and Regional Map Maintenance Unit

Other Responsibilities

  • Performs other related duties that may be assigned from time to time.

Required Skills/Competencies:

The post-holder should be able to demonstrate:

  • Excellent Interpersonal Skills
  • Knowledge of the principles and practices of land titles registration
  • Good knowledge of the provisions of the Registration of Titles Act and the Registration of Strata Titles Act
  • Knowledge of mode of assessments under the Stamp Duty Act and Transfer Act
  • Knowledge of several statutory provisions, including but not limited to, the Land Surveyors Act which have a bearing on the registration of dealings land
  • Sound Knowledge of Section 77 of the Registration of Titles Act 
  • Ability to read and comprehend maps and diagrams from land surveyed
  • Excellent proof reading skill
  • Excellent keyboarding skills
  • Sound work ethics
  • Competence in the use of relevant computer software

Minimum Required Qualifications and Experience

  • Five (5) CSEC/CXC subjects including  English Language and a numeric subject
  • Paralegal Diploma
  • Two (2) years’ experience at a similar or related position

Certificate in basic computer training would be an asset
